I can imagine that bathing "down waist" by girl is embarrassed for 11yo kid. However, you were in group with younger children and had to be obey rules for younger boys. I sure, girl, who bathed you, had no difference between you and more younger boys and washed all equally. Moreover, you weren't in puberty yet, and, perhaps, visually looked he same as other boys in your group.
The second side, your parents (as all parents!) when sent you to summer camp, had hope that you would be in safety. Cleanliness for boys is part of such safety and boys' modesty was much less important for parents.
Moreover, help older girls for bathing younger children was traditional in you country as I see. Your mother in her summer camp childhood helped to wash younger children too. I understand it considered noble and deserving behavior for older girls, indeed? How old were boys, who were bathed by your mother when she herself was in summer camp?
