Budget reasons. It cost too much to do the story in San Francisco. Of course, having never visted Boise I have no idea what it looks like. So I modeled it after a mid-sized West Coast city I have been to frequently. Although it may have several features that are roughly similar to another better known tourist destination, every effort has been made to make the city appear to the casual observer as Boise (provided that the location budget was limited to about $100 an episode and the casual observer has a history of glaucoma.)
