The characters/actors and a little description of their attire are:

EDUCATION SECRETARY (in full navy blue suit and tie) - is chairing the seminar/meeting.

POLICY ANALYST (in brown trousers, light blue shirt and red tie with a strip of yellow and black) - is key resource person and strong and perhaps the only advocate of "higher education without campus".

EDUCATION PLANNER (in deep-brown safari suit) - one of the key officers in the discussion who is very skeptical about "big ideas".

FINANCE DEPARTMENT REPRESENTATIVE (in black trousers with white shirt and government issued tie) - is not too keen on the proposal if it involves huge investment but is willing to support it if it can be demonstrated to be feasible and cost-effective in the long run.

SOCIOLOGIST (in khaki trousers and open neck shirt) - has evidence about the learning habits of student population and is a strong advocate of human-to-human interface and interaction; he argues the human values will be sacrificed for economic efficiency.

VICE CHANCELLOR 1 (dark blue trousers, white shirt and his university's tie) - believes in two systems: distance learning mode and on-campus co-existing but leans more in favor of on-campus residential higher education.

VICE CHANCELLOR 2 (in black trousers with yellowish shirt and his university's tie) - is from a technological science based institution and expresses concern about how the whole idea is going to be initiated and supported plus other educational concerns such as assessment, grading, and concerns about legal issues.

CEOs - ISPs/ISDs (all well dressed in a variety colored corporate uniforms but all males wear ties) - they are in the meeting to answer questions and give clarifications on the basic elements of Internet links and how they perceive their organizations' involvement.

CEO - TELECOMMUNICATIONS (well dressed in well-pressed suit) - is present to answer questions about telephone and other communication systems development in the country and their pricing and how the organization can help in the proposal.

CEO - POWER AND ENERGY (well dressed in navy blue trousers, white shirt & corporate tie) - is present to provide information about electricity development, some related to the "rural electrification program" and possible areas where his organization can assist.

CEO - INTERNAL REVENUE AGENCY (in brown suit) - to listen and provide information about revenue collection measures of the government if asked.
