Thanks for raising a serious topic. I invite every one to give it a serious consideration. our experience in delivering education in much needed here.
As far as I am concerned NCD is nothing but a bottomless pit for our country's wealth.It is a parasite on PNG’ back. It
consumes too much of our meager resources while the rest of the country goes without. It is like feeding a parasitic husband while the wife and kids go hungry..even though they are the ones that have had to forage around for food while the husband lazes around the house.
Let's take a step back and look at the situation in a different light. From an economic perspective, how much of the country's GDP is contributed by the NCD? Does any economist surfing this place have any idea?
How much export does NCD create? What is the per capita consumption of the country's resources? This would really high light the over consumption of resources by NCD and the unequal distribution of wealth across the whole country, which was one of the primary catalyst for the Bougainville rebellion. Perhaps NCD may deserve the attention that it is getting from the government, perhaps not. But if it is does, then on what basis? I would have thought that after 25years, the NC’s educational institutions would well and truly established and that the government would now be concentrating on the outlying provinces.
The fact that its not, indicates that we have lost a lot of ground, perhaps dropped back to pre 1975 level
The lack of development of infrastructure and asset write downs in some highland regions may be understandable, due to the frequent burning down of government properties up there. But what about the other areas that you mentioned. Surely not all of them burn government property. At least they should get as much attention, if not more, in order to regain ground lost over
the years due to neglect?
This Sir Mekere government is turning out to be nothing more than a gimmick, a passing phase. Sir Mekere may be an
economist and committed to PNG, but those that he has to work with are not, I dare say. After all they are continuing with what they did in the previous govt. The same dead wood are still drifting in the corridors of parliament. They think money grows on trees and that all they need to do is imitate our tree dwelling ancestors of Africa and swing from tree to tree to fill their bags.
Whilst the Kina continues to rise, I do not attribute it solely to our governments performance but a reflection of the anticipated slowdown or even a dip in growth for countries that have their currencies tied to the greenback.
On a different note, the rest of the country should not wait for government handouts. Those that live in the villages, where communities are basically stable, should be encouraged to be self reliant and build their own schools. There are many cases of such communities throughout PNG and they must be publicized. For example, on Bougainville itself communities are rallying and rebuilding damaged classrooms with very little help from the central government. This strategy must be emphasized elsewhere because I doubt that we can ever depend on the government in future. The education department must foster more self reliance in delivering basic education to the provinces and communities.And in doing so it will make communities more responsible for these community assets, because it will be theirs and not the governments. Hence they would think twice about tearing them down.
