Click on the PM's ANNOUNCEMENT RE BUDGET 2000 FOR EDUCATION!

The PM's announcement sounds to me like priority in the right place. I'd agree with the NCD Education Secretary that it is the best investment .. in human capital. Knowing that, how would you want the money to be used? What kind of plans have the provincial education people have for putting the money to best effect? I hope in their excitement educators, and schools don't go on unplanned spending spree, wanting this and that without evaluation of its effects on the quality of learning and teaching, which to me is central to the purposes of schools ... learning as much as possible, the basic skills and interest in continuing to learn, acquire skills and generate knowledge about how to learn well in a PNG environment and culture.
Our school libraries are almost non-existent. The books are many years old. Little of PNG books are written for children in elementary schools.

I am also apprehensive about the plan for 150 classrooms a year for 5 years to be build in NCD. That would certainly be one of the attractions for rural-urban migration. While it is good investment and is perhaps justified in terms of the population density of the city, I would be wanting to contact my relatives in NCD to have my children go there for schooling. On the other hand, there are many kids in POM who should be in school and they aren't. If classroom is the problem then idea of classrooms is fine. If affordibility of eduction by parents is the problem, perhaps a loan system guaranteed with first installment by NCD should also address the problem of socio-economic status of parents .. or a form of subsidy. Otherwise, learning facilities and teaching expertise should be upgrade and updated.

I think the planners either have done their job to put up convincing proposals to win the PM's commitment to education or the PM has his commitment right from the start. If the planners still need to get their acts together to work out how to best utilize the promised funds, they still have time to do that.

While it is goodnews for education, I wonder whether it will come to fruition. We have seen so many broken promises, we are just a little skeptical, especially in view of the country's economic plight.

Anyone has any idea what to tweak within the education system if you were landed with millions of Kina? Or should it be another reform?
