My guess is no Kessler would not have proposed it at that time.But as soon as a Democrat or an anti-tobacco Republican (such as a McCain or Romney type) was elected he would have. This was somewhat a surprise for me in early 1993 as at that time I didn't associate Democrats with being anti-smoking. I actually voted for Bill Clinton in 1992 but as soon as I saw how quickly he moved against smoking I never voted Dem again in my life.

It was very telling on the day after George W Bush beat Kerry in 2004 that a talking head on CNN talked about all the reasons he was upset Bush won. The very FIRST thing he said is "big tobacco will run amuck". Note Kerry never mentioned tobacco in his campaign yet it was the issue Democrats were salivating over.
