It was a very specific reason that Republicans quit talking about "those programs". The coalitions realigned and the Republicans discovered that an outsized share of people on "those programs" had become their base voters. Instead of getting their votes coming from Greenwich, Connecticut, like they used to, Republicans are now getting their votes from Beckley, West Virginia....from New Madrid County, Missouri, rather than Newport Beach, California. And funny things happens.....when your voters change, you change. As the face of the Republican became 300-pound middle-aged and diabetic factory workers and truck drivers whose only chance of getting the insulin they need to survive is through "those programs", then Republicans decided they could live with "those programs".

Trump was the first Republican on the national stage to understand this and shamelessly embrace it ("I love the poorly educated"). And it's no coincidence that he's the guy who won (and only narrowly lost the second time). Should the Republican Party go back to forgetting that their base vote is truck drivers in trailer parks who depend upon government-bankrolled insulin to survive and return to being Paul Ryan and Ayn Rand's party, they will go the way of the Whigs....no matter how unhinged the left gets on cultural issues.
