I don't know if it was fair to be naked at a physical examination for most parts of it, including weigh-ins or urinate tests, but I was not used to be treated in that way at 15 age,even if at school where I was examined alone, I was already undressed in tighty whitey briefs in group in a locker room.
So it was unexpected by me to be naked not only in front of my dad ( not too much embarrassing ) but also in front of other parents includinf a few mothers of other boys, and also the presence of the secretary near the restroom for the urine test and the scale for weigh-in in the nude was embarrassing.
At 15 age it seems odd to stand naked in front of a woman who was not a medical person and who could see the nurse wipe our urethra orifice before the urine test and watch our naked body completely exposed on the scale or our naked butts after while standing in line. Fortunately she did not enter with the nurse in the examination room where the doctor performed the last paand more important part of the physical examination.
Nevertheless it was already embarrassing even if I never saw her after that day. Even for the eyes test when I was we still wearing my brief,I felt abnormal to be exposed frontally face to her to read the letters on the wall chart.
That day she had seen a group of about 15 boys of about 15 age in the nude like if she was a medic person and I presume that she was present also in the locker room for the physical examinations of the other group of boys even the older ones of 16-17 age for which the nurse had said that the same rules about nudity in group were appplied .. When she took the job, she certainly did not know that she had to do that ....
As regards the fact that no parents complained, I knew by my father that the nurse was a mean woman who was not concerned at all by men's modesty, he did not relate to me in details his own annual physicals but I understood that he was also naked for a part in front of her, so it explained why they did not complain, on the reverse of me my father was certainly expecting that I was naked for the physical, he did not seem to be surprised, and like the mothers had agreed, it was difficult for a father to complain and I am sure that it would have been useless.
How a father could say that he did not wanted that his son stripped completely in front of other parents, it would have been irrelevant, it was different back then, almost all adults were thinking that boys had no need for modest and did not need to be modest. To respect the possible modesty was not an important trait when it came to boys at that time. On the reverse, a lack of modesty and a comfort level with exposing on's body were inherently masculine traits that boys should learn.
It was why I found unfair, that girls same age were not treated the same like I understood from the talks of the mothers and the nurse, they undressed only once entered in the examination, not in front of parents but it was in a certain way understandable because some parents could be fathers. I did not know but I presume that they did not enter in the examination room with their daughters or may be the girls were examined behind a mobile curtain ?
Like you said it was the norm and considered appropriate for girls to be afforded more modesty than to boys.
I learned after by talks with the other boys at swimming lessons that they knew the rude methods of the nurse and were not surprised to be naked in group in front of the parents, it was the same for summer camps..
For her the efficiency was the most important, no matter if the boys could be embarrassed being naked.
