I can confirm this. When I was doing my CC upgrade and testing 3.3v convertor - I've been measuring all this. So when logic board plugged in - it stops the current flow until opening signal (+5V I believe) will be sent from CUDA chip (ADB bus controller). This will unlock power source and startup the machine.

The logic itself is not on logic board - the locking relay is on analogue board. Analogue board is just "smart" enough to determine if main load (logic board) is attached and the locking circuitry then is turned on. In this case analogue board will supply only S3 and S7 signals to the logic board (Takky's diagram at http://member.nifty.ne.jp/frogeye/connector.html)

BTW everyone who's going to do LCD upgarde for CC - should look closer at this issue - because if you want to retain CC's ability to switch on by keyboard - then this part of analogue board have to be reimplemented.
