I used little exacto razor saws and various hand files. I'm lucky enough to have a small saw whose teeth don't angle outwards- so I can make cuts flush with a flat surface without scratching it up. Basically I used the exacto saws to cut roughly what I wanted, then slowly refined it down with the files.

Anything that speeds the process is dangerous. I have a dremel tool but use it sparingly. One slipup and it's all over with that thing. Just take your time. And you can never plan too much- calculate and measure your next modification very carefully.
