 In my opinion this mom makes plenty of faults:

She spanks in anger (and obviously even uses some four letter words!).

She spanks in front of the family, but it should be done in private.

She gives more licks than necessary and forceful, nearly out of control, but on the boy's pants.

The right way to spank a 12 year old boy would have been:

A lecturing in private and in a calm manner.

After that the announcenment of a specific numer of licks, maybe 12-15

The boy should bare his bottom and bend over a furniture

the spanking should be administered, licks with medium force.
