I think the rule about chores is good. Bed time and being up early means you will be focused and productive. I can understand the rule about girls but if your parents are there at the time, I don't see the harm. Alcohol ought to be restricted so you don't go too far with it. I don't see an issue with masturbation as long as you keep it private (which I am very sure you do).

That's my take. Spanking you for rule breaking would serve as a good incentive to behave. I think the way it is done is fine. It should be on your bare bottom at least to make sure you feel it and add some humility. I don't think you need to be naked for the rest of the day though. That seems a bit over the top.
