 New York is one of the slightly more liberal areas of the USA - except when Judge Judy was presiding over a court - so in theory would be more likely to be opposed to spankings. However, almost all parts of the USA still seem to have more public and legal support for spankings than the UK and (especially) Europe.

This news article is "not available in your region" for me, so I'm interested whether it contains any interesting details. (How severe was the belt spanking, and what kind of marks did it leave?) The lead pic seems to be usual boring type of "stock image", and unrelated to the actual spanking incident.
