When I read posts like this I get a little triggered. Even though I realize it's probably more fantasy than reality.

You can't do anything about it. Erections happen. I got them all the time when I got spanked. Especially during puberty. They just happened. If you think there is anything you can do to stop them? You might as well try to stop the wind from blowing. It has nothing to do with respect. It's a reaction to stimuli period. It can be caused by fear, embarrassment or nervousness as much as by arousal.
If you are for real and this really bothers you so much here are some ways to deal with it.
First, Don't spank. Find other ways to deal with his misbehavior.
If you insist on spanking, don't do it bare and if you choose to do it bare then pull his pants down in back, that way his penis isn't exposed.
Or keep spankings private. Don't spank him exposed in front of God and everybody. Embarrassment is one of the factors that causes unwanted erections. Do it In his room or yours so no one else sees him getting erect.
Also, do any lecturing before you make him expose himself instead of standing exposed in front of you on full display.

In conclusion. Get real, don't be a control freak. Puberty is hard enough on a kid without having to deal with a parent with control issues.
