In my family, Birthday spankings were not a tradition. In fact we had a really unusual tradition, caused by a weird quirk in our family. My brothers and I were were each born on a particular holiday. Specifically:
Christmas, Thanksgiving, Mother's day, and Easter.

Even though Christmas is the only one of those that falls on a fixed date, circumstances always pushed us to simply do Public Birthday parties a few weekends (typically 3) after the actual Birthdays.

We however often did a small family celebration, on the day itself. That was not always possible because of the Christmas thing. But parents tried to make up for that.

As far as Birthday spankings go, the occasions I saw where that was a thing, (Parties for friends) those were always given as playful slaps, not as anything that might be painful or embarrassing. (Unless I'm missing something obvious)
