Both my parents always spanked our bare bottoms. The only spankings we got clothed were "attention getters" which were normally one or two smacks over whatever we had on at the time with the threat of a "real" spanking if we didn't behave. If the "attention getter" didn't work, then bare bottoms got spanked. There were a couple of times once by Momma and Once by Daddy where I got spanked in public while I was wearing a swimsuit. It was a one piece suit and I had a wedgie that pretty much left my butt bare so I was spanked with my swimsuit still up.

I also got four or five spankings in school where my bottom was exposed but not completely bare.

As to the reason why Momma and Daddy spanked bare. Thats how they got spanked when they were kids and sometimes the embarrassment especially when I had to pull my own panties down and in my teens was worse than the pain.
