I assumed as a child that comic strip children didn't get spanked bare because bare bottoms couldn't be shown in newspapers or comics.

It occurs to me now that drawing a spanked child draped unresisting over a parent's lap might be easier on the artist than drawing a leg-locked child with her wrists being held against the small of her back.
