My most memorable birthday spanking was when I was 14
administered by my mother for the double crime of having a tantrum (yes even at 14) and bad language, given thankfully on one hand in another room from everyone, but with all the doors open so that it was clearly audible to the entire house.
I was scolded on the spot in front of everyone family members friends etc, then grabbed and marched from the room while being told in a VERY loud voice, you're going to have your pants taken down and your bare bottom smacked good and hard my lad, birthday or no birthday You do NOT behave like that and you'll learn to never do so again.

True to her word as soon as we were in the next room mum had my trousers and pants round my ankles and she set about spanking me good and hard, her hand slapping down and the sounds of it echoing round the room accompanied by my yelps
I'm not sure how long I'd been over mum's knees or how many slaps she'd given my bare cheeks but I remember her pausing when my grandmother entered the room and asked if everything was alright, to my shock and horror mum said no and would she (gran) please go upstairs to mum's bedroom and bring down the hairbrush as she was not finished with me by a long shot.
Gran was gone and back very quickly with mums hairbrush and soon I was bawling and pleading for her to stop the spanking

Eventually the spanking stopped and mum almost flung me off of her lap. She scolded me all over again and told me to get my clothing sorted and go back to the party and apologise to everyone for my behaviour.
I was scarlet at both ends of course, they had all heard me spanked intensely, heard me fail to endure it with any sort of stoicism, and saw me come in the room crying hard and sobbing my apologies to them all, TOTALLY embarrassing
