 I grew up in the 70s. My mom and step-dad both would lecture me, then announce the sentence. I was allowed to keep my briefs up sometimes (more often with Mom). Both of them spanked bottom and legs, so pants and briefs had to go down past my knees.

My first step-dad undressed me, but that's when I was much younger.
