I think that spanking and hitting the genitals is abuse and also dangerous if you hit those sensitive parts.
However a light hand slap on the penis does not hurt at all except to draw attention like you mentioned, as long as one doesn't hit the balls which are much more sensitive.
I am not suggesting that this should be done and it did happen sometimes.
Girls genitals are more sensitive and should never be hit there.
