It was not unusual, at least till the sixties, for poor families with many kids to 'farm out' some of their kids to other relatives or neighbor friends who would take on the responsibility of bringing them up to ease the burden on poor, large families.

Since these were substitute parents they also had the right and duty to spank these kids when necessary.
Oftentimes these substitute parents were no parents themselves but like single aunts or neighbor young women who offered to help bring up these poor kids. I knew several of these kids in my neighborhood who were living with non-parents and also knew that some of them were regularly spanked.
