My experience growing up was somewhat different. Although I saw several bare spankings when visiting or staying over at friends homes while common for boys to be bared in front of anyone present, girls were never bared if there were boys present. They were either spanked over clothing or in private if bared.
I do not recall ever seeing a girl being spanked bare, the closest I saw was the girl being spanked in just underpants and were no older than 9 years old.
Especially exposing a teen girl in front of boys was out of the question, but with boys there was no consideration for modesty no matter the age.

In those days girls modesty, unlike boys, was always protected in front of opposite sex. We boys didn't see it as fair but that's how it was.
