No doubt she was still excited and showing her pleasure just coming out of the principal's office after watching the boy getting spanked bare by the female principal.

I guess watching spankings as witnesses was a perk for these HS girls training or assisting school secretaries as also for the secretaries themselves. Many schools required a witness for spankings.

Schools had different procedures for spanking. Some allowed bare bottom spankings, some schools allowed teachers to spank while in others only the principal spanked.

But certainly most schools had rules on how spankings should be carried out and to what limit.
As others have said school spankings were mild compared to typical home spankings by parents.
