No honey, they weren't and when girls wore pants she didn't pull their pants down either. I guess the only reason she did it when girls wore skirts or dresses is because they are loose on the butt and offered more protection than pants do. Which makes sense when you think about it. I got a couple of paddlings over skirts which as long as my butt was completely covered, didn't hurt as much as over my jeans. I had a skirt on when my English teacher paddled me in Seventh Grade, and while it was short, nothing was revealed. It was five licks and the paddling hurt, but not as bad as getting it over jeans and nowhere near as bad as the one I got from the Assistant Principal when I was wearing a skirt and both it and my panties were riding up to reveal half my butt.
