It seems to me that implements used depended on whatever is convenient to the user. A mom uses a hairbrush because it is available on her dresser. Dad uses a belt because it is around his waist. Teachers use rulers because that’s what’s in the classroom. Rural folks might use switches because branches are just a few feet outside the home.

A female relative seeing a hairbrush immediately mentioned to me that it was like the one her mom used on her. (But I saw that mom threatening her 12-year old son with a strap, and heard her applying it one time.)
