In my opinion, the second example is expert. Demonstrate the authority, dominate them, and be done with it. If you don't get the result you wanted, then you enforce a proper spanking. Until then, you've made your point.

When I was a kid me and my brother got spankings similar to that type. Not just one swat but more like 6-10, followed by something like "this can be the end of it, are you ready to cooperate?" to which we invariably said yes and then did.

It was more about submission and a bit of embarrassment which honestly can be more effective than even the most painful spankings.
