For me it went both ways. When I was little Momma or Daddy would pull my panties down to spank me. All I knew was once my butt was bare, it was going to hurt and be embarrassing. I was going on seven when Momma started making me pull my own panties down for spankings. It seemed to add to the punishment more to make me pull my own panties down before getting spanked. Especially as I got older. It's really messes with you to be fifteen, sixteen or seventeen years old and to be told "Pull your pants down and get over my knee." It's kind of like being told, "Go get me a switch to whip you with, or go get the hairbrush." You become a more active participant in your own punishment.

On the other hand, there were times, that I still got spanked and Momma pulled my panties down instead of me doing it myself when I was getting older. To me it made the punishment feel more childish than when I bared my own bottom. So it's hard to give an answer one way or another.
