When I was at school, there was an unwritten but well-understood rule that you *never* looked at or checked out the other boys in the shower. That said I'm sure we all did. It's only natural after all and I know I certainly did. But you could never tease or bully the late bloomers because then you'd be admitting that you looked and then you'd become the subject for torment. So basically nothing ever really happened.
Except, and there is a cautionary tale in this, there was one boy who joined the school when we were around age 12/13. He made the mistake of bragging about how 'well-developed' he was. So of course I made sure I checked out his claims when we were in the showers, and he was still very much a little boy down there. He did come in for some teasing for that, so clearly I was not the only one to examine the evidence!
And just for those who are interested: I was basically Mr. Average in that department. I started developing around age 12 when pretty much half the boys had also started and half the boys were yet to start.

I never hear term late bloomer really. I only remember one kid got mustache and bloomed abnormally early. Sadly he did of leukemia so not something I wish for even if unrelated.
Only difference after blooming was to skinnydip in more remote areas with rock out croppings. Often it was just boys and girls would not like these rugged areas. You would see adult women do it and they would see boys do this sometimes.
