It seems that the only exceptions when boys tried to cover their penis with their hand was during the first time they took part in a swim meet in front of spectators from when they came out of the locker room and were overwhelmed by the sight of spectators, especially girls, and instinctively tried to cover their penis from their sight.

But as I said in the other post they soon got used to it.

Many said that the worst part was at the beginning of the meets when the boys teams were lined up all naked on one side with the girls teams in swimsuits facing them on the other side. This also seems to have been the worst time for some boys getting erections since they had nothing to concentrate on except the girls teams and the spectators facing them.

Once the meets started they could concentrate on their swimming, so it was less of a problem.
