I was in very rural part of America, I was one of the boys that always swam naked. While girls did too sometimes, I always did under 10 or 11 in pools and beaches. Sometimes I was only one and sometmes maybe half boys did.

I did at a kids pool, water fountain, and beach. Most nudity was at beaches. I was required to stay nude all day.

I felt embarrassed being oldest boy at kids pool naked, but doubt other noticed or cared.

I got my first swim trunks from mom when was 13 already and before was oldest among boys on beach, who were naked.
