If they are caught in the middle, another is called in. They do not take sides, meerly decide the concequences. But they do not have to be the center of the world. They may be approached by all and people can question their actions. Thats saying a lot. Most of the other laws say that they must be respected and obeyed without question. These laws state that they can be questioned for their actions and others do not have to obey without question. If they question the order and it is reasonable argument, they do not have to follow through.
