Subject: Helpful Disaster & Emergency Tips for Milne Bay Province Citizens

Thank you to citizens Toidi and Jarmu for good suggestions on this page. Concerning the management of Disasters and Emergencies through legislation, our Milne Bay Province has a current Small Crafts Act 1983 for the seagoing craft less than 10 metres long. Despite of the existance of such law, the incidents involving sea mishaps have neither been decreased nor they been eliminated. Boats still encounter mishaps, canoes and dinghies still go missing with lives lost. The contributing factors are various: e.g. (1) sea-unworthiness of the craft/vessels, (2) lack of life safety apparatus, (3) carelessness of ship,dinghy and canoe owners, (4) carelessness of skippers by way of being influenced by liquior before or during travel, (5) overloading with cargo and people, (6) lack of navigational aids at or on strategic locations like reefs etc. (7) lack of effective policing/enforcement and ofcourse (8) stormy Milne Bay waters.

The Milne Bay Administration has made an amendment bill to amend the current act. This bill will be deliberated for information sharing with other coastal provincial administrations during the National Governors Conference at Kavieng in July 2003. Certainly some further inprovement will be made to the draft amendment bill before it is presented to Milne Bay Provincial Assembly.

My encouragement is that the Provincial Transport Board and Administration should consider selling the bill out to all Milne Bay LLGs for consultation and input so that at the end of the day everybody will say, "yes we did together so this is our Small Craft Law'.
