Norman refers to those beings with whom he has contact as the Builders. They are Christ Conscious beings who have had a major part to play in human evolution. Because of their divine attitude with regard to the creation, they act as caretakers of the worlds which they travel to and inhabit and Norm calls them Builders because this is the closest to expressing in human terms what it is they do; create harmony, ideal civilizations, magnificent structures in praise of the Spirit, etc etc. Yogananda and great souls who are siddhas and many other highly advanced souls are said to have been or are Builders according to Norman. It would seem that the cosmic race of the Builders is a highly spiritually and technologically advanced race in which great souls love to incarnate as a means for helping to create and maintain cosmic brotherhood.
You should give this idea some thought. I have never come across a point where a reasonable explanation hasnt arisen in answer to some discrepancy between the truth as expressed by Yogananda and the greats and the truth as expressed by Norman. There are many details that saints like Yogananda did not mention to the public because they are unnecessary to spiritual progress and perhaps even positively harmful due to the distraction they might cause a devotee. But that does not mean to say they are by that token some kind of astral experience that is to be shunned. Norman says he actuallu experienced the Builders and their ship as a physical manifestation, not just some astral projection of light.
