That letter to Yogacharya Curaron has a different intent, I believe, than the one you're trying to make.

Yogacharya was a beloved, direct disciple of Master's. He was also the leader of not only Mexico, but the entire Latin America area (at least as it was at that point in time).

Master was telling him that he trusted Yogacharya to spread his teachings there, because of his attunement with the Master. But in the second and third generation (read: no other direct disciple in Latin America to trust with the work alone) therefore the work for Latin America should be centralized at Mother Center.

There is always another way to read things, especially when it is a letter from one person to another. Your intrepretation seems o.k. on the surface, but you haven't shown the primary relationship that existed between Master and this, his most direct disciple in Latin America through whom he was working to spread the kriya teachings.
