Subject: National roles and regional roles

The Prospectus describes the national and regional roles of the new organisation.

West Midlands Arts Board believes that the Arts Council did not make sufficient progress in streamlining its own operation when it restructured two years ago.

What roles do you think should be carried out nationally? and what regionally? Do you think this redefinition of roles should be resolved before further structural change takes place, or do you think it is better done within the proposed changes?

What roles do you think should be carried out nationally?
Just this � the formulation and evaluation of policy. This would include overall budget allocation, but all that budget would have to go to the regions. The ACE could no longer spend significant sums on their own behest.

And what regionally?
Everything else. This would include �national projects� where regions would work together within their set budgets. Equally the regions wouldn�t have to spend time devising separate equal opportunities policies etc, but rather implement them according to their region�s needs.

Of course. Courtship, proposal, marriage in that order is the time-honoured way to foster fruitful relationships.

Or do you think it is better done within the proposed changes?
If and only if the ACE and all RABs are each eightandahalf months pregnant, and doggone, we want to see a shot-gun marriage, yessirree!
