Subject: Values and effectiveness

The Arts Council is keen to assert that the new organisation will be genuinely new and will need to develop values and objectives that are common throughout all its sections and/or divisions.

What values and objectives do you think the new organisation should espouse? What measures do you think should be used to test the effectiveness of a new organisation? Based on your experience of how West Midlands Arts and the Arts Council operate now, what changes – in policies, procedures or approach - would you hope to see? Are there things which you would hope would be retained?

Which new organisation? Do good for arts and the artists


What measures do you think should be used to test the effectiveness of a new organisation?

Before anybody goes altering structures, the thing that should be done (and should have been done before the ACE proposal ever went public), is to work out what the ACE and RABs do now, and how those tasks would be better allocated. Having done that, a set of measures can be devised to see if these changes work. The ACE proposal as its stands, stands empty.


Based on your experience of how West Midlands Arts and the Arts Council operate now, what changes – in policies, procedures or approach - would you hope to see?

How long have you got?
· Far less bureaucracy, especially regarding similar forms, and policies.
· More artist involvement and artist led initiatives.
· More effective inter-regional working.
· More training for arts officers, especially in partnership building, training and training needs analysis, networking, and ict intermediary skills and awareness.
· Sabbaticals for arts officers, both with artists and arts organisations and academic establishments (people get too detached from the coal face, and yet not detached enough)

I’m not writing about policies, procedures or approach but people – isn’t it people that this is all about?
