I don't remember the incident because I wasn't there at the time (I was only at Anderson AFB, Guam, for two hours on 12/8/68 while my plane was refueling on its way to you-know-where). I think that the cheapest way to go would be to submit a Freedom-of-Information-Act (FOIA) request for copies of the accident reports for the KC-135 and the F-4 to the Air Force (see http://www.foia.af.mil/ for particulars). I think that the information that you seek is held by:

but I'm not sure.

It's too bad that you can't pinpoint the date more accurately, but the fact that the incident involved two aircraft at Anderson and that there were 2 KIAs should enable the USAF to uniquely determine which accident that you're talking about. Note: the pilot and the weapons officer of the F-4 should be on the Vietnam Veterans' Memorial Wall because Guam was in the Vietnam Theater, but your time period is too broad for me to try to get information from that direction.

Alternatively, you could try http://www.accident-report.com/models.html , but they want money for the copies of the accident reports. Good luck!
