That is a good question. The Navy itself doesn't seem to know which of its ships or bases transported, stored, or handled Dioxin-containing herbicides or when they did so. I have no direct knowledge, but I have heard from various personal testimony that AO was present on at least two aircraft carriers, several Navy transports, and at the Naval Support Facilities on Okinawa and Guam (not to mention those in Vietnam, the Panama Canal Zone, South Korea, and Japan).

There is a fairly recent (01/13/98) decision by the Board of Veterans' Appeals which applies to AO exposure outside of the Republic of Vietnam, but that case involved prostate--not lung cancer. I'll have to send it to you via e-mail because it is too long for inclusion here.
