You could try asking the National Archives and Records Administration (NARA) at http://www.archives.gov/index.html . If they don't have civilian employee records hired by the U.S. Military, they will know who does.

I'm not sure about the "7th Air Division". The 7th Air Force included all USAF units in the Vietnam Theater except for the B-52 squadrons stationed at Guam. The USAF does not have divisions; they have flights, squadrons, wings, and groups instead.

There are a few other things that you need to be aware of:

1) In order for your mother, Phuong Lang Que Vu, to qualify under the refugee resettlement program, she would have had to apply before the program was closed to new applications (in 1990 I think).

2) The Vietnamese refugee resettlement program is under the U.S. Dept. of State and still exists, but only for residual cases left over from undecided cases initiated prior to 1990.

3) The applicant must prove at least 5 years of being a direct hire employee of the U.S. Military or government or having served three years in a "re-education" camp.

4) Otherwise, your mother will have to go through the normal immigration process which is currently under the Dept. of Homeland Security.
