Howdy Susan;

CPT Howard E. Rutledge (USN) was shot down and became a POW on 11/28/65. He was released from captivity on 2/12/73. He died on 6/11/84. For more information see http://www.pownetwork.org/bios/r/r046.htm . In this case, it might be appropriate to return the bracelet to a family member, but check the POWnetwork.org for instructions on how to do that.
