The Avatar Guard are our representatives in ORPA and thus they must comply with any ingame scenario associalted with them hence the 2nd stone,
TDR do not comply with ORPA as we are not a member,
Also as Moriath has pointed out any guild member is encouraged to role play but this is above and beyond ORPA.
If any TDR Member is asked to pay this tax please icq me and I handle the situation,
