I have very little pvp experience and none in the ORPA scenarios unfortunately, but I think a factor that has been overlooked here is psycology. A very effective fighting force can be overcome by causing panic in their ranks. Having enemies pop up where they're not expected can cause panic in the best forces. Inevitably some will flee from the threat, others will hold, their forces are split and their effectiveness in battle is lowered significantly.

This can be done by hiding troops as was mentioned by somebody above or attacking in the flank or rear. On this note, (and I'm unsure if this is allowed in ORPA rules) is the defending force forced to remain static? As in within the city? Or can a force of reserve troops be sent by boat from the city to behind enemy lines so they can come running into the enemy retreating from the walls as other warriors sally from the gates?

Ok... some of what I have written here might be a bit fantastical, but I really think psycology plays a significant part in such battles. I've seen it's effect on normal hunts and I think that it would only be an enhanced factor when fighting human minds.

Along similar lines, you can't let the enemy follow his plan through from start to finish and just fight back as best you can. Most battles are lost because the starting plan is left in tatters by the enemies tactics. You have ruin your enemy's plans. Make them react to you, rather than reacting to them. And it's easy to be the reacting force if you're on the defensive.

I also think a reserve troop might be a good idea. Have them on standby until it is known where the enemy is going to make their main assult then move them into that area as reinforcements. A fall-back point might be a good idea too. When it becomes obvious that a skirmish is lost, those that can judge such should order a retreat. No use wasting lives because they don't know what to do.
