It looks like the people were so stubborn that they would not even look no matter what. Not only that, they did not believe looking at the serpent on the pole would heal them. It was a similitude to Jesus Christ. Today the COC believes that looking to Jesus is only ONE way to salvation. They believe there are many ways.
