By isolating the direct call signal that Dr. Wily was using, then running it through a series of systems. Doppler was able to find a number to call Wily anytime he wanted. Doppler had tools no one knew about. All he needed to do was triangulate the exact location, and he could send a strike team over there to blow Wily away. He was still working on this. But, as he had other things to do at present, it was being done by his researchers.
Doppler was locked away in the vault. He was overseeing the work on the Enigma. Crescent Grizzly was with him.
"Grizzly. I want to ask you a question.", Doppler called to him. Griz came over to his part of the vault. They were in the huge underground section. They were surrounded by cavernous room with high ceilings. It ran at least 4 stories into the ground. "Yeah Doppler?", Griz asked with disdain.
"I'm fairly certain that this Dr. Wily knows about my Enigma here. How would this happen? I gave you orders not to tell anyone. Did you disobey me?"
Grizzly looked over to Doppler, and grit his teeth. Vile had already given him that slash over his eye. He didn't want to think of what worse things they would do to him.
"You bought something as big as the Enigma, and you thought that you could keep it a secret? Who ever this Wily is, he must have connections in Neo-Tokyo."
"For the right amount of money, anyone can have connections in Neo-Tokyo.", Doppler retorted.
"Okay, you're right. So, what's your point?"
"My point is, who paid you to talk? And how much did they pay you? You work for the money, and not for the cause. I can tell you only care about profits."
"Look Doppler, I don't know what you're talking about."
Doppler snorted in disgust. "Be advised Grizzly. I do not take treachery lightly. If you are lying to me, you will wish you were dead!"
Grizzly started to protest, but Doppler dismissed him. Security came in to move him out of the vault. Doppler then turned on his heels, and went to the comm station. "Listen up everyone! I want this weapon on-line by noon tomorrow. Anyone who doesn't agree with that will have to answer to Vile! Is that understood?"
The room full of technicians replied with a unanimous "Yes Sir!",before going back to work. Doppler keyed in the comm sequence for Wily. As it was connecting, he asked the Tech closest to him, "Have you had any luck in pin-pointing his location on the map?"
The tech nervously replied, "Not yet sir. The coding structure is dense. We think some information might be added to try and throw us off his trail. The actual source code is still encrypted. It will be some time before we are able to ascertain his direct location on the map."
"How much time?"
"Well sir, anytime we work with an uncertain probability factor like this....uh..", the tech didn't finish the thought. "I think I see what you mean Doppler replied. You basically are saying that you don't know."
"Yes.", the tech answered.
"Well, it is very important to me that you find this. I need to know where he is. It is the only way I can destroy him."
Just then he got the go ahead to record his message. It would then be sent directly to Wily, wherever he was.
"Dr. Wily? This is Dr. Doppler. I want to meet in person to discuss your demands. If you do not agree to meet with me alone, in person, then you will have no dealings with me. I will give you the following coordinants. They will lead you to a small, abandoned Ex-Military base in the Rocky Mountains. There are no weapons, but it contains a massive detections array. We can meet here as neutral territory. That way I know you aren't trying anything, and you know I'm not trying anything. Doppler out."
After making sure the machine was disconnected, Doppler turned to that tech, and said, "Get me Vile!"
