I don't know about the F.B.I. specifically but, generally speaking, the government works really hard to get most of its institutions (i.e. the military) to accurately reflect the racial makeup of the population.
I always think it's funny how selective TV producers are in the kinds of "realism" they want in their TV shows. You're probably right that the average agent being a while male. But I'd be willing to bet most of the agents are also in their 40s, 50s or even early 60s and, for the most part, are probably not particularly good-looking. Yet CC keeps casting actors like David Duchovny, Nick Lea and Mitch Pileggi as agents!
