Yes, it seems as S7 progresses and major things have happened to Mulder, that he is getting much less fixated on the 'big thing'. He can't now keep going back into himself. He has to throw away his old Samantha seeking self and look at new ways to live his life and achieve happiness. The woman in Chimera made him look at himself and, as you say, Scully has done the same thing (and BTW, Scully was doing the same thing - looking at herself - in All Things, wasn't she?)
