The idea that they have to move their relationship "out of the shadows" is a nice one. It kind of ties in with a post I made a few weeks ago — not sure if it was on this board or the Mulder and Scully one — that I'm beginning to think CC may let it drop, during Season 8, that Mulder and Scully have been "together" for a lot longer than we realized — maybe since after the events of "The Unnatural" or "Milagro" near the end of Season 6.
Quite possibly, Mulder's "the world didn't end" comment after their "Millennium" kiss could have just meant this was the first time they'd kissed each other in public. It wouldn't necessarily have been their first kiss ever, just the first one we witnessed.
