She wasn't a good candidate for making decisions about Mulder's life!

I was thinking along the same lines as you K-Mom with the One Breath thing where Scully had Mulder be the witness to her living will. I have a feeling that that may work in reverse and also that at some point early on Mulder has in writing that Scully has access to his care.

As you said, Scully tells Skinner that she's his doctor. I don't think that's just a line she was feeding him because the next thing we know Scully's allowed in to see him as if she'd pulled rank. Hasn't there been other instances where Scully acted as Mulder's physician? Could be Mulder has had that added to his will that Scully can have power as his acting doctor when he is uncapable of making decisions for himself. I guess Fowl One figured since Scully was of in Africa she could slip in and do her dirty work but as soon as Scully returned she had to take a hike.
