It was Marx's belief that a society oppressed by business and capitalism would have no choice but to rise up in revolution and overthrow the government in favor of a socialist, classless society. In reality it is always the socialist governments that lean more towards capitalism, and capitalist countries never revolt in hopes of a socialist economy and government.

As far as western Europe goes, just because they have socialist tendencies they are all moving towards capitalism. France is about the most socialist western European country left and even it is gradually moving away from it.

And, just for the record, I said nothing about Communism. Communism and Socialism are very different creatures.
