As for Scully "not being interesting," I think it's naive to say that sexism doesn't play a role in the amount of time given to the characters. But it's not just sexim. Mulder got more development earlier because 1)David Duchovny made creative contributions to the mythology and 2)Gillian Anderson took time off from the show because of her pregnancy. It's kind of a chicken and the egg thing. Scully doesn't get less screen time because she's less interesting. She's "less interesting" because she gets less screen time.
